Ground Construction

Facilities can be constructed on a planet once it has been established as an outpost. Outposts are limited to non-population facilities. As such, there is no taxable income from these types of settlements, however morale of the planet and other aspects can be changed depending on what is built. Founding a city is more costly, but allows the building of population facilities, can bring in taxable income. To change an outpost to a city, once established, additional cost is incurred exceeding that of just founding a city.

Upgrade Requirements

Outposts are limited to 4 build points.
An outpost becomes eligible to be upgraded to a settlement when the population (citizens or labor) reaches 100.
A settlement becomes eligible to be upgraded to a village when the population reaches 1,000.
A village becomes eligible to be upgraded to a city when the population reaches 5,000.
A city becomes eligible to be upgraded to a Metropolis when the population reaches 10,000.
Note, increasing the type increases certain factors, such as upkeep.

Requirements

Must be on foot
Must own the city or be authorized by the owning body.
Must have all necessary materials; either owned by or assigned to the player.
Materials can be in other entities (facility, ship, vehicle).

Orbital Construction

Stations can be built in orbit of a planetary body. However, there are additional restrictions compared to those built in space away from orbit. However, some stations, impact the planet. Solar Stations can provide power to the planet, Transport hubs can be linked to Starports for quick travel to and from the surface of the planet.

Planet must be owned by player or assigned privileges from the owning body. Permissions are not needed from the system owner (but be warned, the construction will show up on the system overview).

Space Construction

System must be owned by player or assigned privileges from the owning body.
